Dear Assemblymember Dababneh and Assemblymember O’Donnell,

I am happy to offer my support to your bill, AB 485 – the Pet Rescue and Adoption Act, which brings a voice to the voiceless and an end to the cruel treatment of animals at puppy mills by promoting the adoption of pets from shelters and rescue groups.

Puppy mill operations are estimated to produce over two million puppies annually. The absence of attention and enforcement of the Animal Welfare Act (a federal law intended to protect animals) has allowed inhumane businesses and abysmal treatment of animals to persist. AB 485 is a critical piece of legislation that will get us one step closer to ending the sale of pets that are inhumanely mass produced for profit. 

In addition, puppy mills not only profit from the mistreatment of animals, they also contribute to the overpopulation at shelters, even though there are already many wonderful animals continuously looking for a forever home. The Pet Rescue and Adoption Act will help save the lives of thousands of animals by banning the retail sale of puppy mill dogs and cats and instead encouraging pet shops to partner with local shelters and rescue groups. For these reasons, I am proud to support AB 485.
